PROGRAMMATIC BRIEFS
NCEC programmatic and strategic policy directions are on issues based¬advocacy and education, research and policy analysis driven by the social democratic principles. The principles are cultivated and anchored on; a) enactment of a new democratic constitution, ensuring implementation and translation of this new constitution into democratic governance practices in the country and ensuring that the country returns to the culture of constitutionalisrn, the rule of law and respect for human rights; b) social justice andeconornic transformation as a means of improving the economic and social conditions of the populace with particular regard to the poor and vulnerable; c) build and consolidate a shared vision for the future through open and democratic transitional justice mechanisms, and d) research and advocacy for good governance whose ingredients are the rule of law, institutional govemance, gender responsive policies and people centeredleadership. 1: Constitutional Reform, Education and Advocacy |
The goal of this programe is to realize a just, democratic and popular constitutional order and governance in Kenya. Key programmatic interventions traverse monitoring and auditing the constitutional review process, lobbying for a people-driven Constitution, public education and advocacy for implemenation and domestication of the new constitution.
Specific objectives
- To ensure a new democratic constitution.
- To conduct constitutional education and instill the culture of constitutionalism and rule of law within the Kenya society.
- To encourage implementation and domestication of the new constitution.
- To monitor, document and audit the constitutional review process, its implementation and domestication.
Activities
- Hold public debates.
- Developing and publishing constitutional review audit reports

- Hosting lobbying meetings.

2: Governance and Institutional Reforms |
The goal of this programme is to contribute towards the establishment and nurturing of sustainable people-responsive governance practices and culture. The centrality of this programme is advocacy for effective rule of law, social justice and economic transformation, institutional and legal reforms and support for capacity building for civilian to promote accountability and transparency in governance and political processes.
Specific objectives:
. To monitor and audit government's performance on human rights,
the rule of law, administration of justice and governance.
. To monitor and audit the establishment and performance of the
new institutions and policies established by the new constitution.
. To generate and disseminate credible alternative policy proposals

3: Leadership Development and Capacity Building |
The culture of constitutionalism, rule of law and human rights has linkage with the leadership and democratic governance institutions. In transitional process there is the need to build responsive institutions and leadership, which protects citizens' rights, and embrace accountability. The programme aims at creating a critical mass of progressive, reform-minded and proactive leaders who will be involved in advocacy for economic, political, socio-cultural and constitutional reforms and establishing Leadership Development Institute to enhance capacity for production of alternative leadership.
Specific objectives:
.To strengthen the reform movement leadership.
.To identify and develop progressive leadership at the grassroots.
.To identify and support progressive leadership seeking electoral office .
.To establish a leadership development institute

4: Communication, Outreach and Networking |
The programme strategic direction is to create an incisive, authoritative and in-depth analysis proactive communication mechanism on constitutional, governance and human rights across the board. This will be done through a comprehensive communication strategy, spreading effective and strategic networks and establishing active strategic community information and research centers.
Specific objectives:
. To profile the movement positively among the various key publics
. To capacity-develop reform minded-community support groups.
. To network with other like minded organizations within Kenya, in the region and globally
. To develop a comprehensive strategy for utilizing the traditional and non-traditional innovative media in dissemination of Information Education Communication materials
. To produce authoritative and well researched publications and other Information Education and Communication materials. I
