About NCEC |
In June 1996, representatives of stakeholders in the Kenya constitutional reform process established a National Convention Planning Committee (NCPC). In April the following year, the NCPC organized a convention for civic organizations, political parties, religious bodies and NGOs came together at Limuru to formulate a people’s response to President Moi’s repeated failure to keep his promises of constitutional reform. This was the origin of the National Convention Assembly (NCA).
This assembly brought together more than 600 delegates from every part of the country. It included representatives from opposition political parties, the professions, the business community, farmers’ groups, pastoralists, trade unions, NGOs, community based organizations, academics and Kenyans in exile and was the most broad-based citizens’ forum ever created in Kenya. The only important stakeholder that failed to participate was KANU which, by refusing to attend, confirmed its fear of democracy and its contempt for the people.
At Limuru the NCA delegates resolved that: Only comprehensive people driven constitutional reforms could bring democracy to Kenya;
It was imperative for comprehensive constitutional reforms to begin as soon as possible after the 1997 general elections;
Interim constitutional, statutory and administrative reforms were needed immediately to open up democratic space and prepare the country for comprehensive constitutional review; and
The constitutional review process must be facilitated by an independent multi-sectoral forum free from political interference and involving all stakeholders |

Mandate |
The mandate of NCA-NCEC is to promote, strengthen and popularise legitimate, people driven, gender responsive popular process of change, governance and development; based on the sovereignty of the people and supremacy of the constitution. The movement has been estabilishing countrywide structures as action centres of deepening and consolidating democracy in Kenya:
The movement has acted as a site for:
- Kenyans to associate in pursuit of democratic change, economic transformation, national reconciliation, peace and national cohenson.
- Enhancing national dialogue, negotiation, tolorence and the overall development of a democratic and human rights culture in the Kenya society.
- Championing comprehensive and people driven constitution reform, ensure implementation, refinement and custodian of the constitution.
- Providing technical and intellectual support to pro-people processes and grassroots peoples strategies.
- Identifying and supporting political and other leaders of integrity to advance democtratic leadership at all levels of society.
- Promoting advocacy education, research and culture of participation.
- Understaning actions which facilitate the countrys political, economic, socio-cultural and other development transformation.
- Raising funds from legitimate sources for the purpose of fulfilling the Movement"s aims and objectives.
- Undertaking activities which will enable the Movement to pursue the aims and objectives contained in its constitution

Programmatic Briefs |
NCEC programmatic and strategic policy directions are on the issues based-advocacy and education, research and policy analysis driven by the social democtratic principles. The principles are cultivated and anchored on:
- Enactment of a new democtratic constitution into democtratic, ensuring implementation and translation of this new constitution into democratic governance practices in the country and ensuring that he country returns to the culture of constitutionalism, the rule of law and respect of human rights.
- Social justice and economic transformation as a means of improving the economic and social conditions of the populace with particular regard to the poor and vulnerable;
- Build and consolidate a shared vision for the future through open and democtratic transitional justice mechanisms and
- Research and advocacy for good governance whose ingredients are the rule of law, institutional governance, gender responsive policies and people centered leadership
